Neighborhood Emergency Team (NET) Federal Way's NET program emphasizes personal preparedness and neighborhood communication & cooperation during times of disaster using Washington State Emergency Management prescribed materials. NET training is conducted in a two-hour "train-the-trainer" format in which 1 or 2 members of a neighborhood attend class and then return to organize and train others within their neighborhood. The Neighborhood Emergency Team course prepares neighborhoods (15-25 houses) to be self-sufficient for at least three-days or until professional emergency responders arrive, focusing on the following topics: The first 9 steps to take immediately following a disaster Identification of neighbor skills and equipment Mapping & identifying special needs related to each member household within the team Identification of a neighborhood gathering site Identification of a neighborhood care site
