Potential Annexation Area Planning

Icon Potential Annexation Area Subarea Plan
The City of Federal Way (with partial funding from King County) has adopted a Potential Annexation Area (PAA) Subarea Plan as a component of the Comprehensive Plan. The PAA Subarea Plan establishes a long range City vision, establishes land use policies, and guides annexation activity within the City’s Potential Annexation Area.

Many opportunities for public input were offered during the process of crafting the plan.  A Steering Committee, which included representatives from City Council, Planning Commission, King County, Federal Way Fire Department, Lakehaven Utility District, and citizen representatives, was formed to oversee the process.  Multiple open houses, City Planning Commission, and City Council meetings were held offering opportunities for public comment.

The final PAA Subarea Plan was adopted as Chapter Eight of the City’s Comprehensive Plan.  This chapter serves as a resource for City and County staff and elected officials, residents, property owners, and business owners within the PAA.  The Chapter establishes pre-annexation Comprehensive Plan designations and zoning classifications and identifies capital needs within the PAA.  Zoning and Comprehensive Plan maps are available below.  Please be aware, these maps reflect pre-annexation planning.  The areas shown on the maps below are not part of the City of Federal Way until such time as they are annexed into the City.

Elements
Inventories, future plans, and goals and related policies of the following elements are described in the PAA Study: natural environment, land use, housing, parks and recreation, surface water, transportation, private utilities, public services and capital facilities, public participation, governance and inter-jurisdictional coordination and annexation. Additional elements of the PAA Study are as follows:

  • Policy Background: examines the different Statewide, Countywide, and City policies that provide guidance for annexation. 

  • Feasibility Analysis: provides information on the basic assumptions and methodology of the analysis used in the Annexation Feasibility Study completed in December 2003. (See below for more information)

  • City of Federal Way Potential Annexation Area: describes the process used to determine the City’s Potential Annexation Area, the PAA Major Subareas, and the accomplishments since initial efforts were made.

City staff conducted a study that analyzes the long term fiscal impact annexation would have on the City of Federal Way.  The study examines both the operating costs and revenue and capital facilities costs and revenue of the entire PAA. Implementation strategies were then identified to provide a menu of options the City can employ in order to improve the financial feasibility of annexation.

The City of Federal Way would experience a significant negative fiscal impact on its operating budget if the entire PAA were annexed to the City and the City used the same revenue sources and rates and provided the same level of services as it provides to the residents and businesses within the current boundaries of the City. The annual deficit would be just under $3.6 million, which would be 6 percent of the entire City of Federal Way’s combined operating revenue.

The following implementation strategies were developed in order to address the significant negative fiscal impacts of annexation:

1) State and County Support
2) Local Taxpayers
3) Tax Base Expansion
4) Special Districts
5) Reduced or Phased Level of Service
6) Phased Annexation

Potential Annexation Area Map

The City of Federal Way has divided the PAA into seven community subareas for the purpose of developing a subarea plan and
completing an annexation feasibility study. The boundaries of the subareas were established after considering factors such as:

  • Neighborhood boundaries identified previously by King County. 
  • Existing land-use patterns.
  • Existing boundaries such as City and Puget Sound Regional Council (PSRC) Traffic Analysis Zones (TAZ) and Census tract and block group boundaries.
  • Logical and reasonable service areas.
  • City's ability to serve.

The seven community sub-areas,
shown on the map above, are:

  • Lakeland
