If submitting for construction inspection services, please include familiarity of proposed inspector(s) with the Headlight inspection software. Also provide familiarity with WSDOT / FHWA standards. Highlight availability of key personnel for projects that have schedules listed.

Description

The City has a need for architectural and engineering, and related professional services including survey, design, environmental documentation, and construction management and inspection for various projects, as well as on-call services. The projects and on-call contracts needing the abovementioned services include the following:

S 348th St Preservation Project (Project #36241) – Construction Inspection: This is a federally funded pavement preservation project on S 348th Street between 9th Avenue S to Pacific Hwy S. The design of this project is being completed by City of Federal Way staff. The City of Federal Way will provide construction management services. The City is looking for a consultant to provide construction inspection services. Construction inspector will be required to provide an iPad with data service to use the City’s inspection software, Headlight. The City will make available training on using Headlight if the inspector is unfamiliar with the program. ADA ramp replacements would be completed as daytime work. Due to the location of the work and the traffic volumes, it is anticipated that the grinding and paving will occur as night work. Schedule is subject to change, but it is currently anticipated that work will begin in early August 2023 and the Contractor will have 50 working days to complete the project.

 

2025 Citywide Pedestrian Safety Project (Project #36178) – Design: This is a state (TIB) funded project that involves mid-block crossing treatments with rectangular rapid flashing beacons (RRFBs) and median refuge islands. This project will install RRFBs in two priority locations and both locations will include ADA compliant ramps, RRFBs, refuge islands, and illumination. The City is looking for a consultant to provide design services. Scope of services should include topographic survey. Right-of-way acquisition is not anticipated. Design work must be complete no later than August 2024. The City may choose to amend the contract to add construction management and/or inspection services in the future depending on staff availability.

 

On-Call Surveying Services: The selected firm must be a Washington State licensed land surveyor. Typical services that may be requested under this on-call contract include, but are not limited to, the following:

  • Prepare boundary surveys, boundary line adjustment, and Record of Surveys in accordance with Washington State Law.
  • Provide topographical mapping per the instruction and specifications of the City of Federal Way.
  • Provide horizontal and vertical control base on the City of Federal Way datum for selected projects to be included in the City’s Geographical Information System.
  • Provide construction survey services.
  • Provide right-of-way research and determination.
  • Prepare and review legal description for property acquisition, right-of-way acquisition, and easements.
  • Provide CAD services as requested including base mapping for City design.

 

On-Call Environmental & Geotechnical Consulting Services: The selected firm must have on staff Washington State licensed geotechnical engineer(s) and licensed geologist(s). Typical services that may be requested under this on-call contract include, but are not limited to, the following:

  • Site historical review / environmental site assessment (Phase I, II, III ESA’s).
  • Sampling and analysis of site geology, hydrology, and hydrogeology.
  • Monitoring well design, installation, and maintenance.
  • Slope stability analysis and landslide hazard response.
  • Retaining wall analysis and design.
  • Infiltration assessments.
  • Construction support, including submittal review, quality control sampling and analysis, responding to questions, etc.
  • Computer modeling.
  • Chemical fate and transport evaluations.
  • Hazardous Building Materials Surveys.
  • Human health and ecological risk assessment.
  • Wetland investigation, wetland and stream delineation and mapping.

 

On-Call Inspection Services: The selected firm must have a thorough knowledge and understanding of engineering plans, contract documents and specifications, and inspection best practices. The selected firm will be responsible to meet the following requirements:

  • Conducting a through and professional inspection of the work.
  • Inspector(s) must possess strong verbal and written communication skills.
  • Inspector(s) must display the ability to cooperate with and coordinate activities with outside agencies assisting in the matters related to the work.
  • Inspector(s) must identify violations, deficiencies, or discrepancies in installation or existing conditions at the time of the inspection.
  • Inspector(s) must create a written record detailing daily activities including any issues found at the time of inspection and documentation of all actions necessaryto gain compliance.  Basic report writing including English usage, spelling, punctuation, and grammar are necessary.
  • Inspector(s) must have knowledge of  the procedures for conducting and documenting civil inspections. The individual or firm must be familiar with local, state and national statutes, standards and regulations related to civil inspections and permit requirements for the City of Federal Way.
  • Inspector(s) shall provide their own transportation, all safety outfits & equipment, cell phone, digital camera, iPad for inspection tracking, and associated work activities.
  • Inspector(s) shall utilize the City’s Headlight Fieldbook inspection software via an iPad provided by the Inspector(s). The City will make Headlight training available if an inspector is not familiar with the program, however, experience with Headlight is preferred.
  • The City expects that once an inspector is assigned to a project, the inspector will remain throughout the project duration.

 

On-Call Material Testing: The City has a need for a firm certified to provide this service on federally funded transportation projects. In addition to the projects mentioned above, services may also be required for other public works projects.
