1. Housing Repair Program and Minor Home Repair Application - Closed
The City of Federal Way will be seeking applications from non-profit and public agencies for projects that benefit Federal Way low- and moderate-income residents beginning on Friday, July 21, 2023. The primary focus of this funding is to keep Federal Way residents in their homes longer. The Housing Repair Program and Minor Home Repair Program use a portion of the Community Development Block Grant (CDBG) funds.
Proposed projects must be eligible for CDBG funds appropriated to Federal Way under the Housing and Community Development Act of 1974, as amended. Projects must serve Federal Way residents that qualify as presumed benefit or qualify as low- and moderate-income. Housing Repair Program and Minor Home Repair Program are two separate programs that use the same online application. The Housing Repair Program offers financial assistance to low- to moderate-income homeowners that are deemed urgent and necessary to ensure the immediate health and/or safety of the residents.
The Minor Home Repair Program offers financial assistance to older adults who are low- to moderate-income homeowners for projects that are smaller in scope and often do not qualify under the Housing Repair Program, which is intended to provide more major repairs such as roof replacement. For Minor Home Repair, the program may use presumed benefit, reducing administrative requirements. For more details about Programs please see NOFA.
Who can apply? Qualifying nonprofit organizations and public agencies serving Federal Way residents who are presumed benefit or qualify as low- and moderate-income. All applicants must be eligible to receive federal funding and must be registered in the System for Award Management at https://sam.gov.

When and where will the NOFA guidelines be available? The NOFA guidelines will be available beginning Friday, July 21, 2023, on the City’s website at: http://www.cityoffederalway.com/node/1674.
Will there be a technical workshop for application assistance? A technical assistance workshop will be held on Tuesday, August 1, 2023, from 1:00 p.m. - 3:00 p.m. Interested parties may attend in person in City Hall Hylebos Room 33325 8th Ave S, Federal Way, WA 98003 or via Zoom using the information provided below. Technical assistance includes answering questions about CDBG regulations, application requirements, discussing the proposed project’s compliance with program regulations, and eligibility for funding. We have reserved time at the end of the workshop for optional individual conferences with prospective applicants, if interested. Attendance at the workshop is recommended, but not required to apply for grant funds.

2. ARPA (American Rescue Plan Act) Financial Literacy and Workforce Development
The City of Federal Way is seeking applications from non-profit and public agencies to provide social services for Federal Way residents. Funds are made available through the American Rescue Plan Act (ARPA) funds. The City Council allocated funds to aid in addressing community needs throughout the pandemic and while entering recovery. The funding made available via this application focuses exclusively on the following areas:
- Financial Literacy
- Workforce Development
Total funding available: $650,000
Funds will be available January 2024 through December 2026 with a $150,000 minimum request and award.
The funding will be made available to proposed projects that address one of the three following areas of interest while serving low-moderate income individuals and/or families:
- Financial literacy: Services designed to help people develop a stronger understanding of financial concepts and systems while decreasing debt, improving credit scores, increasing emergency funds, increasing banking access, and more. Examples of services include financial coaching, classes, or workshops.
- Workforce Development: Programming may focus on workforce development such as employment and education to help residents increase their income through job training and education.
What types of costs are eligible? Examples of eligible costs include:
- Staffing;
- Supplies;
- Transportation; and/or
- Direct assistance to clients.
Who can apply? The City invites applications from organizations that meet the following criteria:
- Organizations that are either:
- A nonprofit organization that currently qualifies as tax-exempt under section 501(c)(3) of the Internal Revenue Code or be fiscally sponsored by another tax-exempt organization or be a public agency; or
- A public agency.
- Organizations with the expertise. Expertise includes being able to demonstrate:
- Knowledge of and experience in Federal Way;
- An understanding of the proposed project and subject matter;
- A track record of success in serving low-moderate income individuals and/or families; and
- Demonstrated success in implementing the proposed project.
