Rent Assistance
The City is pleased to announce a partnership with El Centro de la Raza to provide $500,000 in rent assistance. Rent assistance will be for low- and moderate-income Federal Way impacted by COVID-19 who are behind on rent. Rent assistance will be available until November 10th or until funds rund out.

Community Development Block Grant COVID-19 Response (CDBG-CV) Open Grant Application
The City of Federal Way is opening a competitive grant application to allocate Community Development Block Grant (CDBG) funds to response to needs related to COVID-19 and measures taken to reduce or slow the spread of COVID-19. Please review the CDBG-CV Notice of Funding Availability (NOFA) and CDBG-CV Application and note that all applicants must complete a Project Eligibility Review with city staff by 4pm on Wednesday, October 21, 2020 as noted in the NOFA and the application.
Please note, that while the City is now in a new Consolidated Plan period, the CDBG-CV funds will be tied to the City's 2015-2019 Consolidated Plan, which is found below.
Applications are due on Friday, October 30, 2020 at 5 p.m.

2021 Community Development Block Grant Annual Action Plan
The City of Federal opened a public comment period on October 14, 2020 for the 2021 Annual Action Plan. Public comments will be accepted until 5 p.m. on June 2, 2020 by emailing Sarah Bridgeford or by participating in the public hearings at the City Council meeting at 6:30 p.m. on June 2, 2020 during the public hearings.

Division Goals
The Community Services Division, formerly the Human Services Division, assists our community with providing funding for critical services for low- or moderately-low income citizens. We strive to serve the community by enabling people to live more satisfying, more independent and more productive lives. We work cooperatively with various professionals and assume a wide-range of roles to assist individuals, groups, organizations and communities.
The Community Services Division supports community non-profit groups through grant funding. This funding is then used for services such as food, clothing, housing, advocacy, crisis help, medical/dental program and various other needs in the community. We do not provide direct services to clients. If assistance is needed, please call 2-1-1.
Community Development Block Grant (CDBG) Public Comment Periods Open for the Third Amendment to the 2019 Annual Action Plan
The City of Federal opened a public comment period on November 20, 2020 for the Third Amendment to the 2019 Annual Action Plan. Written comments will be accepted until Tuesday, December 1, 2020 at 4:00 pm and may be forwarded to: City of Federal Way, Attn: Brittany Julius, 33325 8th Avenue S, Federal Way, WA 98003 or to brittany.julius@cityoffederalway.com. Any person may present written comments to the City Council during the public hearing, and/or may appear at the public hearing to give public testimony.
Community Development Block Grant (CDBG) Public Comment Periods Open for the Amendment to Citizen Participation Plan and the First Amendment to the 2019 Annual Action Plan
The City of Federal opened a public comment period on May 27, 2020 for the Amendment to the Citizen Participation Plan and the First Amendment of the 2019 Annual Action Plan. Public comments will be accepted until 5 p.m. on June 2, 2020 by emailing Sarah Bridgeford or by participating in the public hearings at the City Council meeting at 6:30 p.m. on June 2, 2020 during the public hearings.
2021-2022 Human Services General Fund and CDBG Public Service Grants Application (Application Closed)
The City of Federal Way participates with 15 other cities in a common application process. The application for funding for 2021-2022 is now closed.
The City has accepted applications for services that address one or more of the City Council adopted Human Services General Fund (HSGF) Strategies. The adopted strategies are:
- Address basic needs including housing, health, and hunger (minimum of 40% of the funding).
- Housing may include services that support those currently experiencing homelessness, as well as providing resources to prevent homelessness and promote housing stability.
- Health services may entail medical/physical, dental, and/or behavioral health (mental health, substance abuse).
- Addressing hunger could take the form of food banks, congregate and home-delivered meals, backpack programs, and other nutritional supports.
- Promote individual and community safety through prevention, intervention, and crisis services.
- This includes, but is not limited to, services to address youth violence/violence prevention, domestic violence services, safety in the home environment, and crisis hotlines.
- Promote services that foster stability and self-sufficiency for families and individuals.
- These include job training and skill building; educational services; community engagement and activity programs; debt reduction, asset-building, and career pathways; and other supportive services that help to build a resilient and thriving community.

Housing Repair Program
This program will assist qualified homeowners with emergency housing problems that pose an unforeseen combination of circumstances that require immediate action to protect the health and safety of its occupants or the neighborhood as a whole.
