Division Goals
The Community Services Division, formerly the Human Services Division, assists our community with providing funding for critical services for low- or moderately-low income citizens. We strive to serve the community by enabling people to live more satisfying, more independent and more productive lives. We work cooperatively with various professionals and assume a wide-range of roles to assist individuals, groups, organizations and communities.
The Community Services Division supports community non-profit groups through grant funding. This funding is then used for services such as food, clothing, housing, advocacy, crisis help, medical/dental program and various other needs in the community. We do not provide direct services to clients. If assistance is needed, please call 2-1-1.
Notice of Funds Available (NOFA) 2023-2024 Human Services General Fund Grants and Community Development Block Grant (CDBG) Public Services Funding
The City of Federal Way will be seeking applications from non-profit and public agencies for human services. As a member of the Human Service Funders Collaborative, Federal Way is participating in this joint application process with fifteen (15) other King County cities. Approximately $536,000 will be available in Human Services General Fund grants and $116,000 in Community Development Block Grant (CDBG) Public Services funding. Available amounts are dependent on final budgets.
Proposed projects must address one of the City Council adopted strategies and serve Federal Way residents that qualify as low- and moderate-income. Strategies and related plans and needs assessments may be found at the City’s Community Services Division website at www.cityoffederalway.com/node/1674.
When and where will applications be available? Applications will be available beginning Monday, March 14, 2022, at www.share1app.org.
Technical workshop? Two bidders’ workshops will be held throughout King County. More information may be found at www.share1app.org.
Deadline to Apply? No later than 4:30 pm on Thursday, April 28, 2022.

2021 Community Development Block Grant Consolidated Annual Performance and Evaluation Report
The City of Federal opened a public comment period on Wednesday, February 22, 2022 for the 2021 CDBG Consolidated Annual Performance and Evaluation Report (CAPER). Public comments will be accepted until 4 p.m. on March 15, 2022 by emailing Phon Sivongxay or by participating in the virtual public hearing at the Human Services Commission meeting on February 28, 2022 at 5:30 p.m.
2022 Community Economic Revitalization Funding (CERF) Notice of Funds Available (NOFA) and Application
The City of Federal Way will be seeking applications from non-profit and public agencies for projects that benefit Federal Way low- and moderate-income residents. The primary focus of this funding is job creation, economic development, and community revitalization. The Community Economic Revitalization Funding (CERF) uses a portion of the Community Development Block Grant (CDBG) funds that is not for direct service. CERF funds are used for economic development programs and capital projects.
The grant application opens on June 25, 2021 and closes July 30, 2021 at 5 p.m.

2022 Community Development Block Grant Annual Action Plan
The City of Federal opened a public comment period on October 11, 2021 for the 2022 Annual Action Plan. Public comments will be accepted until 4 p.m. on Tuesday, November 16, 2021 by emailing Brittany Julius or by participating in the public hearings at the Human Services Commission meeting on Monday, October 8, 2021 at 5:30 p.m. or the City Council meeting on Tuesday, November 16, 2021 at 6:30 p.m. during the public hearings.

Housing Repair Program
This program will assist qualified homeowners with emergency housing problems that pose an unforeseen combination of circumstances that require immediate action to protect the health and safety of its occupants or the neighborhood as a whole.
